Director, Public Policy

Here, everyone matters and you will be a vital contributor to our inspiring, bold mission. As a Director, Public Policy working on the Public Affairs team, you will be empowered to serve as a liaison for policy matters that affect our patients and business, and a typical day will include:

POSITION OBJECTIVES:

  • Serve as internal subject matter expert for matters related to the external policy environment and helps executive team identify threats and opportunities, including making recommendations for engagement (non-proprietary)
  • Lead analysis of policy matters potentially affecting Takeda s businesses in the United States to understand risk, impact and magnitude
  • Serve as key architect for developing Takeda s public policy positions on major public policy issues being considered by federal and state government policymakers
  • Assess and evaluate positions formed via national trade associations (focus on non-proprietary issues) to determine whether solutions fit Takeda s business needs and policy model
  • Support executive leadership in effective trade association engagement to understand business risks and public policy environment, including coordination with R&D, Takeda Oncology and Takeda Vaccines

POSITION ACCOUNTABILITIES:

  • Ensure deep understanding of external environment through engagement with trade associations, peers, think tanks, academic organizations, other internal and external experts
  • Direct impact of analysis of federal and state legislation and regulations
  • Partner with colleagues in U.S. Public Affairs and Executive team to develop Takeda s policy priorities on a short-term and long-term basis, including threat assessment and identification of opportunities to advance policy ideas which Takeda sees as beneficial our patient and business interests
  • Partner with colleagues in U.S. Public Affairs, as well as policy contacts within all U.S. Takeda entities and the Global Public Affairs organization, develops relevant positions on policy issues of interest to Takeda
  • Work with U.S. Public Affairs and Corporate Communications to ensure Government Affairs team can relay simple, evidence-based facts and data, and messaging to support advocacy for Takeda s priority policy issues
  • Work directly with PhRMA s policy organization to ensure Takeda appropriately influences PhRMA s policy positions and benefits from PhRMA developed materials
  • Lead development of document briefings to support effective trade association engagement
  • Lead development of Takeda s advocacy strategy for non-proprietary issues, including developing of evidence and intellectual capital through partnering with academic institutions, consultants and think-tanks
  • Support field-based and Washington DC-based teams as primary point of contact in the home office

EDUCATION, BEHAVIORAL COMPETENCIES AND SKILLS:

  • Bachelor s degree in a related field (policy, government, sciences), Master s degree/PhD in public policy, public health, political science, health administration or JD preferred
  • 15 + years pharmaceutical industry experience with a minimum of ten (10) years in public affairs roles with emphasis on policy analysis and five (5) years experience working directly in a policy-related field
  • Exceptional strategic thinking capability accompanied by strong analytical skills, including ability to synthesize diverse evidence sources
  • Demonstrated ability to develop practical and implementable policy solutions
  • Exceptional writing ability writing sample will be required
  • Experience in project management and in directing work of outside consultants and stakeholders
  • Demonstrated ability to work across cultures and across functions
  • Demonstrated ability to lead with and without authority
  • Demonstrated ability to coach business leaders on policy issues

TRAVEL REQUIREMENTS:

  • Willing to travel in the U.S. up to 30%; minimal overseas travel
