In an increasingly complex and rapidly changing environment, Takeda is searching for highly capable experienced in-field Senior Managers (or Manager) with existing regionally-based customers (public and private) relationships that include regulators, bureaucrats, hospital employees, key stakeholder
groups and others. The incumbent will provide field-level insights and impact analyses but will be regionally responsible to drive the overall communication of value of our products in our portfolio to customers to achieve, enhance and maintain payer coverage (public and private) for all Takeda products.
Leads, initiates and implements programs and activities to ensure provincial health policies and business environment are favorable for Takeda in the region. Acts as company liaison in provincial government offices, and in collaboration with other Takeda colleagues, with major politically influential medical and pharmacy related stakeholder groups, patient advocacy / disease organizations as well as regionally based private sector payers/employers/decision makers. The position reports to the Lead of Government & External Affairs and is an ad hoc member of the IBT.
Builds relationships/ partnerships with both internal and external stakeholders to secure support for Takeda and assist in influencing provincial legislators to protect and enhance medically appropriate access to Takeda s medicines.
Ensure an up to date awareness and knowledge of all legal obligations with respect to regional pricing regulatory bodies, and that these obligations are met.
Strong awareness of competitive landscape, including latest strategies and techniques required to achieve access, improve access or protect access but also to influence or positively impact health policy at a regional level.
Translate clinical evidence to a scientific value proposition based on Real World Data, in order to address unmet needs of regional health authorities/ payers (public and private).
Collaborate closely with Market Access team members to look for opportunities to engage public payers on RWE and early engagement of Takeda products
Anticipate and interactively discuss scientific, legal, financial and business issues with representatives from those groups to ensure that business deals meet or exceed the requirements of the corporation and the department.
Responsible for lobbying on behalf of Takeda via the establishment and maintenance of professional relationships with key provincial legislators MPPs, staff members, or bureaucrats.
Customizes and implements innovative value based payer approaches and executes strategies to assure medically appropriate access for all Takeda products within both provincial and private plans within the assigned geographic region.
Participate either as a delegate of Lead, Government Affairs as co-lead negotiator with Market Access team lead OR as customer support for PLA discussions
Support Director of Pricing & PLA to explore with payers potential solutions on removing barriers for implementation of innovation agreement frameworks.
Implements programs to communicate Takeda and industry positions on important issues to officials, politicians and drug plan managers.
Identifies new opportunities for disease management initiatives and partnerships with stakeholder groups and works collaboratively with Stakeholder Relations functions to address.
Gathers and shares competitive information with internal Takeda contacts as well as monitors significant events and trends in provincial and private sector policies which impact Takeda.
Contributes in developing payer value-based market access plans for assigned product(s) / therapy areas in collaboration with Market Access team and other departments and ensures alignment with Life Cycle Team strategies.
Collaboratively develops and implements reimbursement negotiation strategies with Market Access Team.
Works collaboratively as part of an integrated regional team with medical and scientific liaison and key account manager to establish a strategic account management model fit for purpose for our therapeutic areas of interest.
Providing key market insights, consults on value-based-messaging and payer-based-solutions designed to secure unrestricted listings in provincial, federal and private sector formularies.
Develop and regularly evaluates provincial profile business plans to assure they are meeting strategic business objectives.
Develops regional budget for In-Field plans and secures approval from Lead, Government Affairs
Promotes Takeda as an ethical and valuable resource for civil servants, legislative staff as well as other private sector decision-makers.
Establishes highly visible Takeda presence in provincial ministries and departments that influence healthcare policies.
Serves on industry legislative task forces (e.g., IMC, etc.) representing company policy as the situation dictates, and register as a lobbyist where appropriate to evaluate, interpret and collaborate on pending provincial legislation and regulation. Assist the Head of Market Access with legislative strategies in concert with IMC or BIOTECanada. Ensure company compliance with provincial/federal, laws and regulations regarding lobbying activities.
Maintains in-depth knowledge of public and private drug programs.
Captures and keeps up to date activity log against segmented customers with all In-Field Plans.
Maintains listings of current products: recommends and implements strategies consistent with enterprise developed approaches. Anticipates and plans for changes in government/private payer health policies: when an unanticipated change occur, investigate issues and proposes strategies for
approval and implementation
Develop regional advocacy plans for pipeline products together with the Market Access teams.
Consults all internal resources necessary to fulfill strategies.
Responsible for ensuring a thorough understanding of Takeda s Code of Ethical Practices, IMC Code of Ethics, and Takeda s SOPs are strictly adhered to, upholding a commitment to compliance and operates with integrity within all business objectives. Promotes and conducts the affairs of the company with the highest standards of integrity, probity and corporate governance, demonstrating commitment to the values of Takeda-ism.
Strong understanding of current pharmaceutical industry, payer and market access environment and health policy
Understanding of the specialty pharma business model and the overall healthcare environment
Demonstrates an entrepreneurial attitude; Business ownership: pursues ideas and projects that ensure sustainable, long-term success despite odds with perseverance.
Education and Experience
Minimum bachelor s degree (sciences, economics, political science or public administration). Post-graduate experience (training or degree) in a related field preferred.
Solid experience (3+ years for Manager; 5+ years for Senior Manager) in government affairs related to health policy
Strong understanding of the therapeutic areas and disease management
**Role Level for incumbent will be determined by overall experience and capabilities
Willingness to travel to regular meetings or client sites, including overnight trips and some international travel, as required.
