Novartis is recruiting for a Director, Health Economics & Outcomes Research (HE&OR) for Payer Strategy & Partnership. This position will be located in East Hanover, NJ and will be filled at a level commensurate with experience.

The HE&OR Payer Strategy & Partnership (PSP) is a customer-facing, cross-portfolio HE&OR position that ensures HEOR research meets evolving needs of the US healthcare and payer landscape by partnering cross-functionally to identify strategic opportunities that influence how care is accessed, delivered and reimbursed. The HE&OR PSP role partners with field-based Medical Account Management (MAM), Market Access, and Managed Markets teams to develop targeted strategies for select national and regional accounts to address customer needs. This interface involves both high level and technically detailed discussions with select national and regional health plans to address program, health services and value-demonstration related questions specific to Novartis portfolio of treatments, disease states, and matters pertaining to access to care.
In partnership with the MAM and market access teams, co-lead development of strategies and tactics focusing on national and key regional accounts to address customer needs.
To support the conceptualization, communication and operationalization of value based contracting initiatives in select customer accounts.
In partnership & alignment with the field medical teams, support the delivery of approved RWE & HE&OR evidence and engage in scientific exchange with customers in accordance with Novartis s policies governing such communications.
Identify strategic trends in the external payor and health plan environment that may impact access to and reimbursement for Novartis products.
Translate customer needs and external trends to shape HEOR, US medical and access strategies.
Become a strategic partner with inline and pipeline HE&OR teams to ensure research addresses customer needs and is aligned with evolving payer environment.
Collaborate with select national and regional health plans, potentially inclusive of working with other customer segments (i.e. IDNs, ACOs, academic centers of excellence, government sectors, and select national and key regional healthcare systems), to identify opportunities for collaborative real-world HE&OR research to:
o Assess the impact of healthcare delivery and innovative payment models such as outcomes-based contracting
o Proactively ensure that all research is fully aligned with the business, HE&OR VDPs and medical strategies and is targeting specific customer needs
o Identify novel databases and approaches to address key strategic questions for the purpose of relative value demonstration
o Evaluate therapeutic and economic effects of formulary policies and benefit designs
Key Performance Indicators:
1. Demonstrated ability to work effectively across the matrix of Novartis stakeholders (field-based Medical Account Management (MAM), Market Access, and Managed Markets teams) to shape payer strategy across Novartis s portfolio
2. Demonstrated strategic thinking capability in conceptualizing and applying innovative methodologies and HE&OR approaches for designing and implementing outcomes-based contracting frameworks
3. Established capability in reducing insights about customer needs to practice by shaping the strategy and execution of specific tactics that directly target these needs
4. Proven ability to effectively translate approved RWE & HE&OR information and partner with key Novartis stakeholders to address customer needs
5. Viewed as a key strategic partner to the US Medical, Market Access and Managed Markets teams
6. Serve as the point-person within the HE&OR function for all access and reimbursement initiatives for Novartis s portfolio of products and evolving dynamics of the US healthcare system
7. Ability to communicate effectively, manage operational challenges, and take smart risks

PhD or PharmD with HE&OR and/or relevant health services research experience required.
Minimum of 7 years of pharmaceutical industry experience required with a demonstrated experience in building relationships with payors and Medical Experts
Proven ability to build and lead highly productive cross-functional relationships and teams internally and externally within a matrixed and resource-constrained environment
Strong track record of working with external payors and health systems while providing input into HE&OR, medical plans and building RWE value demonstration strategies through collaboration & integration with medical and commercial teams
Demonstrated capability to strategically integrate science/clinical/medical information with customer needs to assist HE&OR teams in shaping payer strategies with research activities and outcomes-based value demonstration programs
Deep understanding of US national and regional payers, health plans, the US healthcare system as well as emerging healthcare trends
Project management expertise with recent experience leading projects and securing cross-functional alignment
Strong organizational skills and ability to prioritize across competing agendas while managing stakeholders needs
Proven track record of being an effective, open, available and transparent communicator
Excellent oral and written communication skills
Ability to travel (domestic U.S. travel ~30% annually).
Prior experience in field-based, customer-facing organizations - medical and/or HE&OR - desirable
Well-documented history of bridging proactive relationships across headquarters-based as well as field-based scientific teams, clinical development functions, market access, and brand teams
