Novartis is recruiting for a Director for Medical Operations within US Clinical Development & Medical Affairs (US CDMA). This role will be based in East Hanover, NJ.

The Director, Medical Operations is responsible to promote financial excellence across US CDMA. This individual leads the budget management efforts to meet forecast accuracy targets and financial metrics, including resource management (headcount and contingent workforce including vendor resource model), operating budget, and external spend. The Director leads strategy plan process and annual budget plans for US CDMA. This person will be required to generate business insights and make strategic recommendations that impact the objectives of US Medical.
Lead oversight & operational excellence of the Medical internal and external budget process, budget management, forecasting, accruals, tracking, and communications with Finance. Drive communications within US Medical and serve as primary contact for Finance BPA.
oLead the Budget Management process within US Medical, including process management, implementation of efficiencies, and development and ownership of all Budget review support materials. Actively drive the functional interaction between Medical and Finance, maintaining a constructive working partnership and developing and shaping practical efficiencies for improvements in key business operating parameters.
Accountable for oversight of US CDMA financial and operational excellence delivered to Head of US CDMA, MU Heads, and Function Heads with direct communications to the US CDMA Leadership Team regarding expectations for strategic annual planning, strategic 5 year planning, & Commercial Business Unit alignment. Includes cross divisional leadership with Early Development and HEOR functions.
oDrive a clear vision and communication strategy to all levels and functions within US CDMA for strategic planning, budget planning, and key Medical initiatives. Deliver strong financial management and controls across planning and performance tracking for the US CDMA organization, including budgeting, forecasting/demand planning, and financial analysis. Responsible for decision making and proactively making recommendations on key financial issues.
oDevelop top down internal and external budget and resource targets for Medical functions and provide strategic input to MU Heads/Head US CDMA.
oDrive budget management understanding with all budget owners (VP Heads and tactic owners) and influence adherence to defined financial KPIs. Partner with the Functions to identify risks/opportunities on an ongoing basis and provide recommendations for reallocation of funds. Drive and influence fact based decision making and consistently challenge the business assumptions within functional areas and with VP Heads to ensure rigor within US Medical budget process.
oIdentify when intervention is required in monthly pre-close/post-close to report risks, opportunities, and actuals to Finance.
oEnsure budget process is effective and streamlined, including integration all Medical activities across departments.
oManage GR/IR activities to ensure optimal vendor and customer partnerships with on-time payments according to Novartis payment term policies.
Lead resource planning strategies to ensure optimized allocation of resources to all CDMA functions. Includes strategic oversight of appropriate external workforce utilization. Develop and execute cross functional operational strategies that support internal and external resource management within Medical Units and Medical Functional Areas:
oAccountable for USCDMA resourcing strategy: planning and tracking internal and external resource utilization (budget and FTE); anticipating resource deviations and proposing corrective actions; summarizing basis for resource changes; planning and tracking programs aligned US CDMA strategy to support all Medical Functions.
oProactively create and manage contractor request process and track headcount resources across US Medical; partner with Function VP Heads & Directors, Medical Resource Management to ensure approved headcount targets are met.
Provide strategic leadership and direction to Directors of Operations to ensure operational excellence is achieved and drive functional Medical objectives within US CDMA.
Lead and manage Project Budget Managers. Deliver expert financial services across US Medical, managing process from PO creation to execution and delivery of work for each external spend tactic.
Accountable for compliance with PSME business processes, including the review and approval of purchase orders $100,000 and over, NPC signing authority, and Clinical Transparency.
Accountable to manage month end closing process and ensure compliance with SOX, GAAP and NPC policies. Ensure that all projects & forecasts are entered into the appropriate Financial Systems and verify accuracy of entry. Utilize Financial Modeling and Variance Analysis to communicate data to stakeholders.
Communicate business critical financial information at senior levels of the organization.
Partner and collaborate with various line functions such as Sourcing, Legal, IT, Ethics and Compliance, as well as business partners in Gen Meds and Global Development, to maximize the harmonization and simplification of business process, maximize productivity efficiencies, and minimize risk of non-compliance and exposure.
Partner with Director, Medical Sourcing to implement new options for clinical trial contracts regarding annual spend/ milestones to ensure consistency and accurate forecasting across the Phase IV budget.
Lead response to Internal and External Auditors and demonstrate expertise and knowledge of Working Practices applicable to US Medical.

Bachelor Degree is required
5 years of experience working with Pharmaceutical, Medical Affairs, clinical research, or drug development
8-10 years financial Budget/Resource Management required
Strong project management and trial management skills.
Prior direct people management experience is highly preferred; experience leading cross-functional teams and leadership experience in a matrix environment are required.
Demonstrated track record of exceptional conflict management skills and the ability to hold others accountable for results.
Excellent interpersonal skills, communication, teamwork, facilitation, decision-making skills.
Strong time management and prioritization skills
Strong problem-solving skills.
Strong computer & financial systems skills, Excel expertise required and ability to utilize project management databases.
